Two masterminds arrested. One lakh small investors wiped out. ₹800 crore vanished into cooperative society promises that were always lies. Uttarakhand. This is not a one-state problem — LUCC operated across 11 states. Every arrest today is a confession of regulatory collapse yesterday.

Who missed this? SEBI had no jurisdiction — it's a "cooperative." RBI had no jurisdiction — it wasn't a bank. State authorities looked the other way for years. The playbook: Call it a "credit cooperative." Promise 12-15% guaranteed returns. Collect deposits from teachers, farmers, retired government workers. Reinvest nothing. Pay early investors from new investor money — Ponzi speed. Collapse when recruitment slows.

This is not new. Between LUCC, ITC, Shriram Finance schemes, and unlicensed deposit-takers across rural India, ₹50,000+ crore of people's life savings evaporate every decade. Why? Because there's a gap between SEBI regulation and RBI regulation. Cooperatives slip through. The same gap exists across insurance cooperatives, funeral schemes, and gold loan traps targeting tier-2 and tier-3 India.

A factory owner in Pune lost his pension corpus. A farmer in Dehradun lost 10 years of harvest money. Rupee devaluation already eroding savings — now this theft completes the wealth destruction cycle for the middle class and poor.

RDS Prediction: By 2026, cooperative deposit frauds will exceed ₹1 lakh crore cumulatively. No new regulation will plug the gap. Only mass awareness will.
