Bengaluru Development portfolio — the most coveted and contested

# Bengaluru's Development Portfolio: When Dharma Dies, Power Becomes a Lottery Ticket

When grown men in air-conditioned offices fight like street dogs over a single bureaucratic chair, you are not watching governance — you are watching the anatomy of a civilization in moral free fall.

What Actually Happened

D.K. Shivakumar held the Bengaluru Development portfolio as Deputy Chief Minister. The Congress party is now tearing itself apart because three senior leaders — Ramalinga Reddy, Krishna Byre Gowda, and others — all want this single portfolio. This is not a debate about urban planning philosophy or development vision. This is a cash grab dressed in constitutional language.

The Bengaluru Development portfolio controls what matters in India's most valuable real estate market: approvals for high-rise buildings, permissions for cement supply, contractor allocations, land allotment decisions, and most importantly, the kickback ecology that feeds every transaction. In Bengaluru, this portfolio is worth more than many state budgets. That is why Congress is imploding. That is why every senior leader has circled this one chair like vultures.

What This Means for India

This is not unique to Bengaluru. This pattern is repeating across every Indian city. Mumbai's builder mafia, Delhi's PWD scandals, Pune's real estate cartels — they all operate through the same system. Whoever controls the development portfolio controls the city's wealth flow for the next five years. It is not about building Bengaluru. It is about looting Bengaluru legally.

The tragedy is that Bengaluru genuinely needs development. The city is drowning in traffic, water scarcity, unplanned sprawl, and infrastructure collapse. But the people fighting for the portfolio are not fighting to solve these problems. They are fighting for commission percentages. A metro system needs vision and execution. A development minister in India's current system needs a financial advisor and a good lawyer.

This explains why India's cities remain broken despite economic growth. The people managing urban development are not selected by competence or vision — they are selected by political proximity and financial capacity. We have built a system where the worst possible people get control of development portfolios, and then we wonder why our cities look like they were designed by a committee of feudal lords with spreadsheets.

The Deeper Story Nobody is Telling

Here is what the mainstream media will not say: Congress is destroying itself because the Bengaluru Development portfolio has become too valuable to share. In the old days, portfolios were divided based on caste equations and regional balance. Today, they are divided based on pure wealth — who can generate the most revenue, who has the best contractor connections, who can deliver the biggest numbers to the party fund.

The real story is that Indian political parties have stopped pretending to be ideological organizations. They are now openly functioning as revenue-generation syndicates. The portfolio allocation wars are not about who can serve Bengaluru better — they are about whose turn it is to access the ATM machine. This is the honest conversation nobody wants to have in Delhi studios.

The Vedic Pattern

The Bhagavad Gita teaches svadharma — the principle that every person has a unique role, and excellence comes from mastering that role, not chasing someone else's position. Krishna tells Arjuna: "Svadharme nidhanam shreyah paradharmo bhayavahah" — better to die fulfilling your own dharma than to live executing another's. When leaders abandon this principle and chase portfolios for personal wealth instead of roles for public service, civilizations experience rapid decay. Bengaluru's political crisis is not about Congress weakness. It is about India's leadership class abandoning the ancient principle that duty precedes position.
